It is available in Canada.

It also says on the website:

"Mr. Sticky'sŪ Underwater Glue has passed the "DOHS (Title 22) Hazardous Waste Bioassay using Flathead Minnows test.: This test is specified under the California Department of Fish and Game's regulations. Please review it and decide for yourself if it is sufficient to warrant usage in your situation."

On the same topic, I have used the epoxy glue sticks (the green and white putty type ones) that you knead together, is there a cheaper alternative that can be found at Home Depot that safe for reefs?

Rona has sold this in the past, try there. (I used to work there) If not go to depot.
