Take some tankwater out, replace with freshwater.
Don't take out too much though, I'd shoot for a 0.001 reduction per every few hours, or at least no faster than 1/2 hour. Altering the SG too quickly will stress your tank inhabitants.

Did it evaporate to get to 1.028 ? ... what are you using to test with ? ... have you compared your SG test with another or tested the water with another test kit ?
10G is not alot of water and SG can swing alot in a short period of time due to how dry it is this time of year from evaporation.

the test was done twice , using 2 different kits and my guess is that it was caused by evap. is there anything i can do to limit the evap of my tank Ie covers ...etc....

You can use a glass top but have to watch the heat build-up as well as reduced oxygen levels as there wont be as much surface gas exchange
A simple float valve might solve all your problems with a 5G reservoir

Humidifier float valve works well
