Velvet or stress from a new tank?

I picked up this fish from an established tank in Vancouver. Looked fine when I got him but a couple weeks later he's started to develop white blotches. Because it was an established tank I wasn't concerned about velvet or anything but maybe I should have been. Those are stress marks.

Yup, stress. Super common on Emperors for some reason.

There's nothing I'd call an early sign of velvet. You either have it or you don't. It gives little warning and hits hard really fast.
