I would like to vacuum the detritus from my sump, as well as broken strands of cheato from the refugium. Looking for something simple and cheap and would prefer not to use a turkey baster

Something like this perhaps?
Aquarium vacuum (http://www.ebay.com/itm/Trendy-Electric-Aquarium-Vacuum-Cleaner-Pumps-Sand-Washing-Water-Siphon-/400574909731?pt=LH_DefaultDomain_0&hash=item5d44200d23)

I thought about doing that but noticed 2 problems. The pick-up tube on the pump needs to be fully submerged to begin suction...and that thing pushes out alot more water than I'd need it to

Yeah it would. You'd finish your vacuuming in about eight seconds...

I have the ehiem power vac too. Too much suction to use it on my sand but for cleaning out a sump it's perfect.
